The City of Raleigh, North Carolina operates under a Council-Manager form of municipal government. Under this structure, legislative and policy-making authority is vested in an elected City Council and Mayor, who work together to pass local ordinances, approve the city's annual budget, adjust property tax rates, and map out long-term urban planning. The City Council then appoints a professional, non-partisan City Manager to act as the chief executive officer of the municipal government, overseeing day-to-day administrative operations and managing city staff.
Structure of Elected Leadership
